A historical financial-planning engagement was assessed retrospectively under the Advice-Only™ Verification Standard, Version 1.0.
The surviving record was sufficient to reconstruct the engagement, test all twenty-one governing criteria, and issue a formal engagement-level determination.

Assessment Scope
The assessment tested one completed historical advice engagement against all twenty-one criteria in Version 1.0.
The central issue was whether substantive individualized advice began before the written advisory agreement was effective. The assessment also examined fee formation, implementation-linked economic and relational benefits, information use, advice formation, completion, portability, implementation authority, later-service separation, client choice, documentary integrity, and truth in advertising.
Evidence Reviewed
- Pre-engagement client correspondence and planning-process materials
- Executed advisory agreement and fee terms
- Fact-gathering and planning correspondence
- Financial analysis, plan, recommendations, and follow-up materials
- Invoices and payment records
- Firm disclosures, policies, privacy materials, and registration history
- Implementation, compensation, referral, and authority records
- Later-service records
- Targeted evaluator attestation and chronology reconstruction
The underlying evidence package remains confidential and is not reproduced on this page.
Reconstructed Engagement Sequence
| Stage | What the record established |
|---|---|
| Pre-engagement | The clients received information describing a no-charge consultation that could include individualized thoughts and suggestions. |
| Initial consultation | Substantive individualized advisory observations occurred before the written advisory agreement took effect. |
| Agreement | The written planning agreement was executed after the consultation. |
| Formal planning work | Detailed fact gathering, analysis, scenario work, recommendations, and written planning followed the agreement. |
| Completion | The record supports a documented completion boundary after the remaining agreed planning work and final materials were delivered. |
| Later advice cycle | A later engagement began separately through a new client decision, new agreement, new scope, and separate fee. |
Key Criterion Findings
| Criterion | Finding |
|---|---|
| 1 — Agreement Before Advice | Not Met — Defining |
| The evidence establishes that substantive individualized advisory value began before the written advisory agreement was effective. | |
| 5 — Advance Fee Agreement and Direct Client Payment | Not Met — Defining |
| The formal planning fee was fixed and directly paid, but the paid advice engagement and client payment obligation had not yet been established when substantive advice began. Criteria 1 and 5 arise from the same historical root condition but test distinct requirements. | |
| 6 — No Implementation-Linked Economic Benefit | Met |
| A potential compensated later implementation pathway existed, but the evidence did not show that it was expected from, contingent on, activated within, or influential in the assessed advice engagement. No client-specific downstream implementation compensation resulted from the engagement. | |
| 14 — Documented Completion or Advice-Cycle Boundary | Met |
| The agreement contained a delivery-based endpoint, and the engagement record supports a discernible boundary after completion of the remaining agreed work. | |
| 16 — Separate Post-Completion Service Decision | Met |
| The later advice cycle arose separately through a new client-controlled decision, agreement, scope, and fee. | |
| 21 — Truth in Advertising | Met — administrative inaccuracy disclosed |
| A pre-engagement client communication contained outdated regulatory-affiliation language that no longer reflected the advisor’s registration status. The executed advisory agreement accurately described the current advisory relationship and its implementation limits. No evidence established that the outdated language materially affected client understanding, concealed a relevant economic or implementation relationship, or induced the engagement. The inaccuracy is disclosed as an administrative deficiency and does not by itself produce a Not Met finding. | |
| All other applicable criteria | Met |
Assessment Synthesis
Economic Completeness: Supported. The formal planning fee was directly paid, the agreed work was completed, the advice was portable, and completion did not depend on implementation or later service.
Evidence Sufficiency: Sufficient to Determine. The completed record was adequate to resolve the defining front-end conditions and support an engagement-level determination.
Overall Determination
Does Not Conform.
The assessment does not use percentage scoring. A supported failure of a Defining Structural Requirement cannot be offset by favorable findings elsewhere.
Criteria 1 and 5 are Not Met. They arise from the same historical event but separately fail the agreement-before-advice and advance-fee/direct-payment-formation requirements. The shared event is not counted as two independent severity events.
The disclosed Criterion 21 administrative inaccuracy does not affect the overall determination.
What This Determination Does Not Establish
This determination applies only to the identified engagement, evidence, procedures, assessment date, and governing versions.
It does not certify or condemn the advisor or firm, establish legal compliance, evaluate investment performance, determine the quality of every recommendation, establish advisor-wide status, or apply to other or future engagements.
